Supported Living Residences
For adults living with developmental or intellectual conditions like autism, cerebral palsy, and mental illness, living independently can be a significant challenge. LSC provides residential housing, dedicated caregivers, and a group-living model so these individuals can enjoy the warm, supportive living environment they deserve.
Named in honor of the family who worked tirelessly to establish the home, Lippard Lodge serves adults with traumatic brain injury (TBI). Residents receive around-the-clock assistance, therapies designed to reduce TBI symptoms, and employment and social integration support.
A residential program for adults with intellectual and/or developmental disabilities, Whittecar Home provides residents with the person-centered care and services they need to reach their full potential. Support and 24-hour care include all aspects of individual treatment plans, health protocols, and daily living needs.
Wilson Smith Cottage offers individuals with intellectual and/or developmental disabilities the personal care and nurturing environment they need to get the most from each day. Named in honor of Rowan County philanthropist Wilson Smith, the home facilitates individual treatment plans, health protocols, and daily living needs.
Located in the Triangle of North Carolina near Raleigh, Durham, and Chapel Hill, the Green Level Apartments serve adults with intellectual and developmental disabilities. Residents can live in an independent living community with supervision and on-call support that’s available 24/7.
In an innovative collaboration with Habitat for Humanity of Wake County and the Serving Cup in Raleigh, LSC provides safe, affordable housing for nine low-income adults with intellectual and/or developmental disabilities. Built by Habitat for Humanity, these homes are operated by LSC, with residents paying an affordable monthly fee for housing and services. This groundbreaking partnership has the potential to serve as a state and national model of collaboration.
Host Homes
LSC helps adults who have been classified with an intellectual and/or developmental disability or traumatic brain injury by placing them in host homes. Similar to foster care, host home caregivers are qualified individuals or couples willing to open their private residences and provide assistance.
Host home caregivers are trained and supported by LSC. They are expected to offer the individual in their care guidance regarding daily living, social, and vocational skills. Caregivers also encourage individuals to be involved in family and community activities as much as possible. LSC staff provide 24/7 on-call support so that professional guidance is always available.

Mental Health Services
When the challenges of mental illness start to become overwhelming, many individuals and families in North Carolina turn to Lutheran Services Carolinas for help. LSC’s Assertive Community Treatment Team (ACTT), serves adults with severe and persistent mental illness who live in Orange, Person, and Chatham Counties.
ACTT is a mobile, multi-disciplinary approach to treating severe and persistent mental illness (SPMI). ACTT gives individuals wrestling with SPMI access to the services they need to maximize their quality of life and independence. Clients receive assistance, primarily at home, with basic daily living needs, medications, and socialization. ACTT employs a science-based methodology that has been proven to get results.
ACTT delivers comprehensive, person-centered care directly to the individual. The multi-disciplinary ACTT Team includes a director, psychiatrist, psychiatric nurses, clinical counselors, a substance abuse counselor, a peer support specialist, a vocational specialist, and an office manager.
Although ACTT operates from an office, 75 percent of services are provided to an individual at home, at work, or in other community settings. Services are available 24/7, essentially whenever and wherever needed.

Raynor Street Apartments
Raynor Street is an apartment complex in Durham, NC, that houses adults with severe and persistent mental illness. Raynor Street provides residential assistance and mental health services that enable residents to live independently while receiving the around-the-clock support they need. LSC oversees the operations of this program in partnership with Alliance Behavioral Health and the Arc of North Carolina.
Support offered to Raynor Street residents includes crisis intervention, advocacy, outings, activities, and transportation. The program’s primary goal is to help adults with mental illness maintain stability within a community-based independent living model.

Traumatic Brain Injury Services (TBI)
Lutheran Services Carolinas provides various services designed to help individuals cope with traumatic brain injuries. We aim to meet the people in our care wherever they are in their recovery process and help them move forward to enjoy living as fully and independently as possible. LSC operates several licensed homes in North Carolina for those recovering from TBI. We opened Lippard Lodge in 2001 in Winston-Salem. The home was named for the family who worked tirelessly to help it come to fruition. Since then, LSC has added Whittecar Home in Raleigh and Moretz Manor in Durham.
Each home is licensed as a Supervised Living 6-bed home for adults and offers residents around-the-clock assistance. Our certified staff is trained and experienced in assisting TBI residents with daily living, building positive friendships, enhancing independent skills, and increasing socialization.
LSC is committed to establishing partnerships with each individual’s medical practitioner. We first ensure that our clients attend all medical care appointments. We proactively share appropriate and permitted information so providers have a complete picture of each individual’s condition. We then seek out and implement recommended treatment modifications for improved care. This integrated approach results in more informed treatment planning and improved outcomes and satisfaction.
LSC has served individuals with TBI for 20 years. We are well prepared to handle any behavioral crises during care. To address this proactively, LSC works with each resident at admission and regularly throughout care to identify the triggers that might lead to behavioral crisis. We document the likely antecedents to a crisis in each resident’s crisis plan and then describe the least restrictive practical interventions to help restore a sense of safety and security. As a result, residents gain insight into their recovery without disrupting care.
LSC believes that everyone deserves to feel like part of a family, so we offer specialized host homes for individuals with TBI who would benefit from a family setting. Our specially trained families provide support, encouragement, and supervision to individuals with TBI, allowing them to enjoy life as part of a family unit as they recover from their injuries.
LSC provides weekly nurse check-ins to ensure that residents are receiving the support they need. A nurse reviews each resident’s weekly condition and care to make sure their medical needs are properly integrated into family practices.
LSC’s Home and Community-Based Services (HCBS) are designed to provide the least restrictive level of support needed for individuals with TBI. All protocols are personalized for each individual based on their goals. These services are designed to help those with TBI achieve their highest desired level of independence. Areas of focus include life skills training, independent living skills development, personal care, supported employment, community networking, and companionship care. These services can be added, tailored, and ultimately reduced as the individual gains greater self-reliance.
LSC partners with Alliance Health, who oversees the TBI Waiver program in North Carolina. The TBI Waiver program is designed specifically for survivors of traumatic brain injury who need assistance meeting their daily needs. Alliance Health oversees care for Medicaid recipients in Cumberland, Durham, Johnston, Wake, and most recently, Mecklenburg and Orange counties.
If you live in Mecklenburg or Orange counties and want to participate in the TBI Waiver program, you must meet the following conditions:
- Reside in Mecklenburg or Orange County
- Have a medically documented traumatic brain injury that occurred on or after your 18th birthday
- Be Medicaid-eligible
- Have difficulty caring for your own needs due to the symptoms of the brain injury
As an approved TBI provider under the TBI Waiver, Lutheran Services Carolinas wants to help as many TBI survivors as possible. If interested, all Medicaid-eligible TBI survivors residing in Mecklenburg and Orange Counties are encouraged to notify Alliance of your interest in participating!
